SPENCER – The town’s new Utilities and Facilities Director will take the reins Sept. 18 after Selectmen agreed to hire him during their Aug. 21, 2023 meeting.
Peter J. Boria currently serves as the Water and Sewer Superintendent in Charlton and has held that post since 2017. He will take over as head of the Utilities and Facilities department in Spencer next month.
Boria told Selectmen that he grew up in Charlton and, since 1972, his family ran a business in that community. He was educated in Florida where he met the woman who would become his wife and they returned to Charlton to raise their family and worked in the family business.

He served as a Selectman in town and was a member of other town boards.
Boria’s expected start date is Sept. 18 and he will earn the equivalent of $125,000 annually for the first six months of his contract. Contingent on a positive 6-month evaluation, his salary will rise to $127,000 annually, according to the contract he signed on Monday.
He will also be provided with a take-home vehicle and a cellular telephone, the contract states.
As part of his responsibilities, Boria will manage the Highway Department, Water Department, transfer station, parks and other facilities. He’ll also serve as a group leader for departments falling under the Utilities and Facilities umbrella and will also be responsible for budgeting, maintaining public records, gathering contracts for snow and ice removal and preparing periodic reports for the Town Administrator and Selectboard..
In July, Selectmen named Gary Kellaher as the interim Utilities and Facilities Director to replace William Cundiff who was leaving the position later that month.
